Migration error message

Hello,
When I used the migration tool which visual studio supported, SilverLight Migration Wizard, it showed an error message like the figure shows(https://imgur.com/a/efLKMyw).
I would like to ask if anyone knows how to solve this problem.
And also could the migration wizard migrate a single Visual C# Source file page to CSHtmL form without using the Visual c# project file?

Hi,

Instead of clicking "Browse..." to select the projects to migrate, please try doing the following:
1. Open your original Silverlight solution (with Visual Studio 2012, 2013 or 2015)
2. Launch the Silverlight Migration Wizard from there. You should see the projects in the list without having to click "Browse...".
3. Be sure to NOT check the option "Add as link instead of copying".
